Lay members being recruited in the Midlands

timline: {}

The Medical Directorate at NHS England (Central Midlands) & (North Midlands) are seeking to recruit a number of Lay Members to sit on decision making panels on an ad-hoc basis. Payment - £50 per hour or part thereof (inclusive of VAT).

NHS England is responsible for ensuring that primary care performers included on the national performers list are ‘fit for purpose’ (i.e. that there are no concerns regarding their health, conduct or competence, which may affect their ability to perform NHS services).

This role is undertaken in accordance with the statutory requirements of the National Health Service (Performers Lists) (England) Regulations 2013, as amended (the Regulations).  As part of this statutory function, local offices are required to convene independent decision making groups to consider both performance concerns about primary care performers and the management of applications to the performers list.

These decision making groups include the Performance Advisory Group (“PAG”), and the Performers List Decision Panel (“PLDP”). Further information on the roles of these groups can be found in the NHS England Framework for Managing Performer Concerns – https://www.england.nhs.uk/wp-content/uploads/2018/05/framework-managing-performer-concerns.pdf

We are currently looking to recruit a number of lay persons to sit on our decision making panels. The lay person plays an important part as the representative of the public to ensure that NHS England discharges its statutory functions and that concerns are handled in a way that protects patients and the public, maintains high standards and is consistent and fair to performers.  Their input provides the openness and transparency in the process for managing performance concerns. We require both lay members to sit on our PAG panel meetings; and lay chairs who can competently chair our PLDP meetings.

Lay persons are required for attendance at meetings (sometimes with short notice) across the Central Midlands and North Midlands patch, and primarily at the following locations, although other venues in these areas may be used on occasion.

  • • Fosse House, Leicester, LE19 1SX
  • • Birch House, Mansfield, Nottinghamshire NG21 0HJ
  • • Francis Crick House, Northants NN3 6BF
  • • Anglesey House, Rugeley WS15 1UL
  • • Charter House, Welwyn Garden City, Hertfordshire AL8 6JL

Applicants can choose to apply for either or both roles and should specify this on their application form.  You should also specify the geographical areas in which you would be prepared to work. All applicants should be experienced in dealing with confidential, complex and contentious information; assessing risks; and the ability to make important and difficult decisions on highly sensitive matters and hold others to account.

The job descriptions ( folder PAG LAY  and document PLDP LAY (58 KB) )  and document application form (100 KB) are attached.  For further information or to discuss the requirements of the role in more detail please contact either Gail Rose, Programme Manager (Central Midlands) on 0113 824 8049 or Elaine Madden, Programme Manager (North Midlands) on 0113 825 5502.
